proposed mod to the GCN circular template

Scott pointed out that the initial-circular.txt template seems to have a cut-off sentence:

[5], distributed via GCN notice about 6 minutes after the candidate <=== MISSING END OF SENTENCE????? Scott added "... candidate event time." (see https://gcn.gsfc.nasa.gov/gcn3/25753.gcn3)

I propose that the initial-circular.txt template https://dcc.ligo.org/DocDB/0159/P1900092/005/LVC_GCN_Circulars.pdf incorporate some such change.
