In Initial Circular text, initial BAYESTAR sky map is being described as "an updated localization"
The text generated for an Initial Circular, for example for S190924h, is saying "bayestar.fits.gz,0, an updated localization generated by BAYESTAR..." . That is misleading because it is the first sky map generated -- definitely not "updated". It turns out we have been using this text with "updated" consistently since late April, but I believe that is a mistake that we just didn't catch. Earlier in the run, when we were doing more composing/editing of Circulars by hand, we called it "a preliminary localization" (for S190408an and for S190412m) or "an initial localization" (for S190425z). I believe we should change the code to call the first sky map issued either "preliminary" or "initial" -- no strong preference.
