Ensure the templates for medium-latency GRB pipelines are ready for O4

There are currently pre-existing templates to create circulars regarding medium-latency GRB followup: https://git.ligo.org/emfollow/ligo-followup-advocate/-/tree/master/ligo/followup_advocate/templates

We need to ensure that these templates are appropriate for use in O4 and approved by relevant members in the GRB group.
