Retraction template for early warning alerts

We need a template for early warning retraction circular.

@shaon.ghosh do we know the exact conditions to create an early warning retraction, rather than a standard one (presence of early warning label and no significant label like EM_SelectedConfident?) The only difference between them I see is adding a bit of additional text.
