Subthreshold GRB Coincidences

Hi Philippe, here is an example of a subthreshold GRB VOEvents: https://gcn.gsfc.nasa.gov/notices_gbm_sub/573517015.fermi

They have lines that say NOTICE_TYPE: Fermi-GBM SubThreshold

and

RELIABILITY: 2 (2=low, 5=medium, 8=high)

Thus, if this is present (whether it says 2, 5, or 8 doesn't matter) we need to add the word "sub-threshold" into our RAVEN circular statement. You'll have to parse this out from the gracedb file initial.data which is the copied over VOEvent xml file

Need to edit the Subject line as well to include the word sub-threshold
