What is the ongoing development, maintenance, and ops/support effort needed for the MEG for O4 and O5?

@roberto.depietri should work with @joshua.willis, @chad-hanna, @stefano.bagnasco, and @franco.carbognani to make sure that his effort (and his backup's) is in the WBS and any appropriate MOUs.

(Note this is not a MEG review requirement for the LLPIC, but it came up while discussing MEG and so I'm creating the issue for good measure.)
