Define an HELM Chart for k8s deployment of the mock-event-generator

The following step should be implemented

• Move the helm chart for k8s deployment of meg to k8s/meg
• Publish the helm chart to the package repository (modify the CI)
• Check ifit works on k8s/minikube/nautilus
