Test suite fails on host with network proxy configuration
The requests-gracedb test suite is failing on the CIT gitlab CI runners that have a network proxy configuration, e.g. https://git.ligo.org/duncanmmacleod/requests-gracedb/-/jobs/2659622. Note the
proxies = OrderedDict([('https', 'http://squid.ldas.cit:3128'), ('http', 'http://squid.ldas.cit:3128/')])
