Burst notice content do not specify "Fluence"

In the content section https://emfollow.docs.ligo.org/userguide/content.html of teh userguide is state that for burst allert we are comunicating "Fluence" in the units: "Gravitational-wave fluence in erg cm−2" This is not the case: https://gracedb.ligo.org/api/superevents/S190928c/files/S190928c-1-Preliminary.xml,0 Please correct.
