GCN email format is now supported

Now that gwcelery!776 (merged) has been merged, we can validate the email-formatted GCN notices. Once we see that all email-formatted GCN notices are being received and passing validation, we need to update the User Guide to state that the email format is supported.

We may also want to add some sample code for parsing the emails.
