Clean up the early warning section to remove any content that is not accurate for O4.

During the OpenLVKEM call on 30 March, there was confusion about the content of the old early warning section. This ticket is just to remove any out of date content.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
