VOEvent <Why> element cannot contain a <Group>

According to the VOEvent XML schema, the <Why> element should not contain <Group> elements.

$ xmllint --schema VOEvent-v2.0.xsd MS181101ab-1-Preliminary.xml 
MS181101ab-1-Preliminary.xml:82: element Group: Schemas validity error : Element 'Group': This element is not expected.
MS181101ab-1-Preliminary.xml fails to validate
