'Neighbours in time' is not very clearly defined. Can we be more specific or precise? -
'publishable event, meeting the public alert threshold, is given preference over one that does not meet the criteria' : why is there a difference in phrasing here between 'meeting the .. threshold' vs 'meet the criteria' ? Should a reader think these mean two different things? Also 'criteria' is the plural form, but is there more than one condition that has to be met? -
'event from modeled CBC searches is preferred over an event from unmodeled Burst searches' : this is unclear concerning the CBC-focused burst search, ie cWB-BBH, which has been described as 'weakly modeled' etc. To be clear one should probably say explicitly which side this search falls on. -
Also minor phrasing suggestion : 'single astrophysical event' -> 'single astrophysical source' ? -
I don't see why most of the points in the "Note" (all except the last one) are written here at all. They do not concern what a superevent is or what it is for, they concern the alerts timeline, the information is entirely redundant with that section. -
The last point in the "Note" giving the reasoning for CBC event selection by SNR would be better to state within Rule 4 itself : that would make for a simpler layout with less demands on the reader's attention (ie they don't have to wade through 4 other unrelated bullet points in the "Note" to get to it).
