Observing capabilities text is out of date
The text under Observing Capabilities is out of date.
I am now wondering if it would not be better just to point to the Observer page at https://observing.docs.ligo.org/plan/# instead of carrying the text and figure. Maybe there is some more time-invariant text that could be put here on the fact that the observatories work together, that we have a priority on triple-detector observing with the objective of providing localization (and with the risk of NOT having at least one detector running at all time), the fact that upgrades/commissioning downtime is repaid with higher event rates and better signal resolution, etc. -- focus on the philosophy that drives the observing schedule, but leave the specifics of timing and sensitivity to the page which is regularly updated.
