Public alert threshold

When I search the public User Guide for "threshold" or "purity" I don't see the quantitative thresholds for public alerts, or purity values from which they are derived. However, I do see the following issue closed, "Add threshold of OPA for both CBC and Burst" as part of #11 (closed). What am I missing?
