- this patch ports rate.py and series.py to ligo.lw.  this completes all python
  codes on which the gstlal inspiral and cosmic string pipelines rely.
- not ported are any PE codes or legacy inspiral codes.  the maintainers of
  those tools will need to decide whether to port and if so when to port.
- adds missing python-ligo-lw dependencies to lal, lalburst, lalinspiral and lalapps
