Modified feCodeGen.pl to properly generate filter .adl file names when using the top_names functionality.

Removes the double writing of the top_names subsystem (i.e. C1LSC_LSC_POX11_I.adl)

When a fix was commited to help with long run reads at the sites, it was forgotten that the rfm55DMA calls don't work on the older 40m RFM cards.
Specifically this code should be wrapped in a "#ifndef RFM_DIRECT_READ".  This wrapping was added.

but it was not detected by the producer code, so we ended up with
incorrect GPS times in frame files (not aligned at 16 seconds).

and the tags removal code was choking on them. This fixes the problem
discovered at the 40m c1lsc compile.

It turned out the code was not merging library references correctly 
when the file names is the same as the part name. The problem was fixed.

'-c' was added in order to generate sequencer code that will not try to
connect all channels, but will start running even though there are disconencted channels.
This is needed for the models using EzCa parts.

1) RCG provides default code rate in coeff.txt files for use by foton.
2) New IIR filter part based on BiQuad filter algorithm as provided by M. Evans.

2) Removal of SVN tag from BURT file ie BURT restore would overwrite latest SVN tag).
3) Fix to slave model DAC status info on GDS TP screens (false error indicator).
4) Change in CDS_PARTS.mdl bus selector part to set use to "Require input signal names to match signals below", instead of "Inheri
		t bus signal names from input ports". This is required to make BUS parts work with new, multi-level BUS parser in RCG.
