Allow optics to be directly shifted laterally

Following the emails with Matthew Stewart on the finesse-support mailing list, it would be good to allow optics to be shifted laterally as well as in angle (as is currently possible) directly rather than having to go the complicated route of converting a tilt into a translation via a telescope or by adding TEM modes to the laser.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
