All LHO_hoft partition parameters must start with same prefix for newpart.

The hoft partition parameters should all start with the same prefix (HOFTSM) but in many cases, the prefix used is HOFT, e.g. HOFTBUFFLEN and HOFTBUFFCNT. This prevents newpart from being able to re-crate the partition.
