1. Remove all gstlal deps

• stakeholders Yun-Jing, Chad, Shomik

2. Modernize the codebase

• stakeholders Yun-Jing, Chad
• Mimic pyproject, flake8, mypy, etc from sgn
• get a mkdocs page working
• start building test code

3. Get it running in a sgnl container.

GOAL: be able to test this on a laptop using fake real-time noise, a "just in time" XML file and the sgnl-microservices kafka + dashboard stuff.

ACTIONS:

• Chad will clean up his diff and maybe merge the injection MR in sgnl
• Josh will catch up with Yun-Jing about running a test suite

I made a send_inj_stream_2 excutable with just the SGN pipeline. The rest of the send_inj_stream code needs to be ported to it. Don't bother porting the fake data stuff just yet
