this seems to be an issue with the way that this compiler was built. Updating of this compiler is been looked into (e.g. https://anaconda.org/isuruf/mingw-w64-ucrt-x86_64-gcc), but it is not production-ready yet.
This means that only the old Python bindings are available on Windows, but since the API is the same this should not be an issue.

A better solution would be to define in PackageBuild a `pb_tools` action that can be executed by the user when he wants to use CMake, Meson or Ninja.
