follow up on terrestrial events with small pTerr events

issue 4 had terrestrial events (non-GW events) with pTerr < 0.5. Follow up on these misclassified terrestrial events.

Anarya found a bug in FAR calculation (code assuming FAR in Hz versus FAR in 1/year). Recompute the pastro of the non-GW events in the noninj channel using the fixed MDC12 pastro model.
