The LFN2PFN algorithm fails on raw data.

For example, the LFN H-H1_R-1126631040-64.gwf is resolved to:

/hdfs/frames/O1/H1_R/H1/H-H1_R-11266/H-H1_R-1126631040-64.gwf

This should actually be:

/hdfs/frames/O1/raw/H1/H-H1_R-11266/H-H1_R-1126631040-64.gwf
