Add the ability to filter for a ISC_LOCK Guardian State *Range* Instead of just a Single State Number

While we're trying to narrow down problem areas in the lock acquisition sequence, it'll often be tough to narrow down exactly in what state the lock losses occur. OR, while the action that eventually caused the lock loss may have been triggered in one state, the acquisition sequence may have moved one, because the action was launched in parallel.

As such, it would be great to be able to filter the list of lock losses on the main page (https://ldas-jobs.ligo-wa.caltech.edu/~lockloss/) by a range of states, in addition to the current functionality of just being able to filter for one state.
