drop down menu for searching tags

I think that Niko might have been working on this a while ago, but it would be easier for people who haven't memorized the names of all the tags to use the lockloss site if there was a drop down menu with the names of the tags.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
