add a tag for locklosses that happen when we are in commissioning and maintence

We have a lot of locklosses from NLN in O3a that are not from observing (almost 100). I am thinking that it would be useful to tag the locklosses that happen when we are in commissioning/ maintence/calibration times, because I am doubtful that all of these non observing locklosses are really commissioning.

Edit: To be more specific: if H1:ODC-OBSERVATORY_MODE is 60 (planned engineering), 53 (preventative maintence) or 52 (corrective maintenance) those could be tagged as maintence, 51 could be tagged as maintenance and 40 could be tagged as commissioning.
