API for web GET requests for lockloss data in structured format

A client should be able to request the list of lock losses for a given time period/tag/etc. in some sort of structured data format e.g. JSON/YAML/etc.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
