Refined time is sometimes AFTER guardian lockloss time

Refined time sometimes AFTER guardian ISC_LOCK is in DOWN e.g. 1282970765

This isn't a good refinement so we should not use it. Suggest adding an if event.transition_gps < refined_gps statement or similar into refine.py.
