new tag request: REFL WFS centering

Brice has done a check for channels that might have a threshold above which we loose lock, 80294

He found a bimodal distribution for the centering on REFL WFS B, where we seem to have a separate population of locklosses where the absolute value of H1:ASC-REFL_B_DC_PIT_OUT_DQ is above about 0.06 in the last second of the lock.

There may be other channels with similar behavoir, Brice is planning to follow up with distributions including more locklosses, but in the meantime it would be useful to add a tag for when this channel is far from zero.

It would also be helpful to add this channel to the standard lockloss plots that show up from the command line lockloss tool.
