Add plot to plugins that integrates over peak in H1:PEM-CS_ADC_5_19_2K_OUT_DQ

A new power monitor has been installed in the AS_AIR camera enclosure at Hanford to monitor how much power gets dumped during locklosses (LHO81080). Keita would like if there was a section on the lockloss page where the amount of power under the peak gets integrated, similar to the plots shown in LHO81130. When locked, the value in the channel is in the teens, whereas the peak is in the tens of thousands, so having the script start integrating at the refined time and continuing for ~200ms should be good enough to grab the entire peak.
