For LHO: When we have TRANSITION_FROM_ETMX locklosses, check DCPDs to see if the lockloss was due to losing light on the DCPDs

At LHO we were seeing locklosses during TRANSITION_FROM_ETMX due to kicks during that state taking the OMC-DCPD_SUM_OUT_DQ channel to almost 0 (LHO82912). It would be nice if when this happens during locklosses in this state, we tag the lockloss as LOWPOWER_DCPD or something like that.
