For LHO: Add tag for oscillation(s) in MICH/PRCL/SRCL/DARM before NLN lockloss

Edit: Derek Davis has shared with me some code that already does this exact thing for all ringups prior to lockloss. Their code can be found here, their results for all of O4 can be found here, and hopefully I can implement this in the near future.

There have been a few points in time where we see an oscillation around 11 Hz grow in the LSC channels and in DARM less than a second before the locklossLHO82877. It could be helpful to look for an oscillation around that frequency right before the lockloss and tag it since that could tell us if the lockloss was due to MICH/PRCL/SRCL.
