locklost.web doesn't accept event query

The following should work to return the page for a single event:

https://ldas-jobs.ligo-wa.caltech.edu/~lockloss/index.cgi?event=1238362217

This would also facilitate debugging from the command line.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
