ability to sort by observing/commisioning

It would be good to add a tag so that we can sort for only locklosses that happen in observing mode.
This would be most useful for downloading a population of locklosses, so we know that they aren't commissioner caused. During a run this makes the need for an input for commissioners to take responsibility for an individual lockloss.
