Add RM's, OM's, ZM's to checked saturation channels

This is something that was recommended to me by commissioners a bit ago but was never implemented. In config.py, there is a list titled "SIXTEEN_BIT_CHANNELS" that includes RM's, OM's, and ZM's. These should be added to the channels that are checked by the saturations plugin. This will require the channel name generator to be updated, as well as the plot-maker to both include the channels in the search for early SUS saturations and scale the data to account for the fact that the channels are 16-bit.
