refine lockloss times for other guardian states

The refine lockloss time function that we have now seems to be working well for states where there interferometer is fully locked, but doesn't work for some of the lock acquisition states. I would expect that the method we have now is good after we reach resonance (guardian states 410 and higher). We could potentially use POPAIR_B_RF18 as an indicator of locklosses after DRMI is locked until we get to resonance, (states 102-409), and before that we could use either the IMC trans power or look at the green arm transmitted powers.
