In the EvolveParameters loop the CBC parameters of the same model
as updated in the intrinsic/extrinsic updates for that iteration
is updated. (i.e, model chain->index[ic] instead of model ic).
However, in doing this PTMCMC doesn't seem to like thing anymore.
Only running this with a single chain. And I am looking into
getting chain swaps working correctly again.

This commit also adds the CBC templates from the burnin so
they can be used in he first iteration of evolve extrinsic/
intrinsic parametes.
