- this forces all documents with Array elements to comply with LVK metadata conventions
- because this breaks 1-to-1 symbol compatibility with the old glue implementation, ligolw_add now treats Array elements as text when running with --ilwdchar-compat which will cause significant performance reduction.  note that the --ilwdchar-compat feature is various tools is only being maintained on a best-effort basis, and will be removed in a future release.
