Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT. This patch updates the RPM spec file to provide a python3 package for EPEL. The python2 package has also been renamed for consistency with the EPEL package naming convention, however it 'provides' python-ligo-lw so this change is backwards compatible.
