Adjust ellipse rounding

- ra: sexagesimal hours, minutes, and seconds
- dec: sexagesimal degrees, minutes, seconds
- a, b, pa: decimal degrees to the nearest hundredth of a degree,
  which is slightly less than arcminute precision
