This reduces code duplication and makes it easier to extend and
subclass LVAlert.

Changes for Python 3 compatbility. Certain packages (m2crypto and pyxmpp) are not available for Python 3, so only the most superficial features of the package will work.

Implements default usage of random uuid for resource name; this may still be overridden by use of the -r flag.

Append a UUID to the Jabber resource name so that it is non-empty and
unique. Since Jabber uses resource names to identify distinct sessions
from the same user, this will make it so that connecting to an existing
resource name will not boot other clients off.

Reading the password from command line arguments lead to some security
breaches due to passwords hardcoded in scripts in public repositories.
The netrc file support encourages users to save their credentials (when
necessary) outside of their version-controlled scripts.

Fixed problem with lvalert_listen and lvalert_admin complaining about not having a handler for the pyxmpp.resolver module. Now we use logging.basicConfig with level set to ERROR (unless verbose).

Added additional debian/source/format to repo, also added *all* debian contents to MANIFEST.in for lvalert.

modified laldetchar-idq-gdb scripts to provide better information to GraceDB concerning an event. Also modified lvalert_listen to provide the option to "not wait" between launching processes for events. The default behavior is still the same as before.
