Sampler gets stuck on Cos(iota) = +- 1

This is essentially as it sounds, on the CBC branch when sampling over inclinations, the sampler will get stuck on one value, and that value is always +- 1.

Here are some output pages where this happens. I have also provided a --prior run where I do not see this behavior.
