CBC Net structure incompatible for non-HL runs

The CBC branch's net->labels struct only works when running with H, HL, or HLV.

The below runs are done with an HV ifo configuration.

Specifically in the CBC burnin functions this is very noticable:

RUNS on CBC MASTER

(note specifically the sindec and cosiota)

CHAINS

When it starts sampling the chains is problematic

I attempted a patch by replacing the Ring function with the sky_ring_proposal function, and the output looks a lot better, although the distance and cosiota are biased, seemingly together
