Build with cmake

James Alexander Clark PhD requested to merge james-clark/bayeswave:build-with-cmake into master

This completely overhauls the build procedure, correcting linking errors when using system-installs and provides a much clearer recipe for adding modules and new features in future.

We are also now capable of building rpms (see Dockerfile for an example).

CI tests (which mostly just check things are built ok) pass and there have been no changes to scientific code.
