Add detecor frame sky-parametrization

It's convenient to sample in this parametrization of the sky-coordinates

This is implemented in LALInference in https://git.ligo.org/lscsoft/lalsuite/blob/master/lalinference/src/DetectorFixedSkyCoords.c
