CoupledTimeFrequencySeries bug?

I think there's a bug in the CoupledTimeAndFrequencySeries that are hurting performance.

• _frequency_array_updated is never set to True after an update, I think this should be done around L47

The result of these is that we spend a lot of time creating the frequency array.

I may be misunderstanding the code, @moritz.huebner?
