Dynesty not respecting maxmcmc

In some runs I see the nc plot peaking much higher than it should. E.g.

(This run had maxmcmc=5000). I'm not sure how this occurs, any ideas?

It only ever escapes after a point is accepted, https://git.ligo.org/lscsoft/bilby/-/blob/master/bilby/core/sampler/dynesty.py#L748.

We can try returning a garbage point after it makes it to maxmcmc.
