add option to have aligned spins for BBH
This provides a default aligned spin prior. We should probably have a more modular approach to these priors down the line.
We should also provide the same option for BNS priors.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
