Add kombine to dockerfile pip installs

adds kombine installation to dockerfiles for CI to properly run tests for MR !637 (merged)

P.S. (don't worry about weird commits. accidently transferred old work of mine from a WIP branch to my forked master so I had to revert that commit so I only am merging the dockerfile changes)
