Mass/ frequency rescaling of the ROQ

Here is an example of how to rescale the 128s ROQ bases to be able to run PE for lower masses in the BNS range. This is largely based on the ROQ example and doesn't require any modifications to the existing formalism in Bilby. The rescaling factor is the new minimum frequency divided by the original minimum frequency used to compute the basis. You need to multiply the frequency nodes and sampling frequency by this factor, and then divide the chirp mass prior ranges and segment length by this factor. The chirp mass prior ranges are given by the original ROQ basis. See Table I of
